Professor Dr. Hassan Mohi-ud-Din Qadri, Chairman of the Supreme Council of Minhaj-ul-Quran International, delivered an inspiring address at Hazara University during an academic and intellectual seminar titled “The Charter of Madinah and the Concept of a Welfare State.”
The event was attended by a large number of students, teachers, researchers, and socio-political figures. The purpose of the seminar was to introduce the young generation to the fundamental principles of the Islamic state and the spirit of the Charter of Madinah.
Addressing the audience, Dr. Hassan Mohi-ud-Din Qadri said that for the establishment of peace, the world must adopt the vision of the State of Madinah. The Holy Prophet (peace and blessings be upon him) gave top priority to justice, equality, and the protection of human life. It was through the Charter of Madinah that humanity was first made aware of its human rights. The Charter of Madinah is the first written constitution in human history that united people of different religions, tribes, and social classes under the principles of justice and equality.
He stated that the modern world’s Universal Declaration of Human Rights was inspired by the Charter of Madinah. The Holy Prophet (PBUH) laid the foundation of a state that guaranteed every citizen religious and social freedom, justice, and fundamental rights. He emphasized that the Charter of Madinah was not merely a historical treaty but a comprehensive constitutional, political, and welfare model that remains a perfect example for the modern world.
Dr. Hassan Qadri explained that when the Holy Prophet (PBUH) arrived in Yathrib (later known as Madinah), there was no organized government, legal structure, or constitutional system. Through unity, justice, and equality, he established a state where people of every tribe and religion were granted equal rights. Non-Muslims were also included in state decisions and enjoyed complete religious freedom. The Prophet (PBUH) enforced the rule of law upon everyone, and if someone committed a crime, action was taken without discrimination. Women were given dignity, protection, and a respected social position.
He further said that the Prophet (PBUH) organized the political, educational, and economic systems of the state. Governors were appointed based on honesty and competence, and a strict accountability system was implemented. Dr. Hassan noted that Shaykh-ul-Islam Dr. Muhammad Tahir-ul-Qadri authored a historic and scholarly masterpiece in 2007 titled “Mithaq-e-Madinah (The Charter of Madinah),” in which 63 articles comprehensively demonstrate that this Charter was indeed the first written constitution of the Islamic state.
Dr. Hassan Qadri added that the Prophet (PBUH) personally visited markets to promote honesty and transparency in trade. He exempted the elderly from taxes and treated the poor with compassion. “If today we could have leaders who rise above self-interest and serve the people sincerely, we would surely witness glimpses of the State of Madinah in our society,” he said.
Other speakers at the event included Member of the National Assembly Shehzada Gustashib Khan, Pro-Vice Chancellor of Hazara University Professor Dr. Syed Mujtaba Shah, and Chairman of the Department of Islamic Studies Dr. Shahid Amin, who stated that the current social and political systems have weakened, leaving people in despair, poverty, and injustice. They agreed that the establishment of an Islamic welfare state is the only real solution.
At the conclusion of the program, Pro-Vice Chancellor Dr. Syed Mujtaba Shah was presented with Dr. Hassan Mohi-ud-Din Qadri’s books, and the university administration awarded Dr. Hassan Qadri an honorary shield.
